Bug#140061: maintainer confusion?

This is a bug in maintonly. It normally filters out the sender from the
list of maintainer addresses, but the place in which this is currently
done means that it gets confused and thinks the package has no
maintainer.

I'm not absolutely sure how to fix this, although I have an idea. I
thought I'd provide my results so far in case somebody else wants to
take a look.
