And i guess kernel-installer is provided by base-installer.

What sud i do?

You need to have the kernel-image package names listed in your selected task to debian-cd (make list or bin-list). One very interesting tip is look to your Packages file in the CD image and check if kernel-images are pointed there.

Also, if you are looking to use all packages of your local repository you could set the variable COMPLETE to 1 before that make's procedures from debian-cd.
