I think you need to give members more guidance on what the interests
are/what their roles are.

In particular, when would a facilitator need to recuse from a later TC
vote.
If what they are supposed to be doing in both cases were something along
the lines of produce a good technical solution for Debian, I don't see a
conflict.
So I'd strongly encourage the TC to better understand what rules
facilitators should use for recusing themselves.
It's actually not easy to figure this stuff out even when you try to
think about it clearly and even when you have experience dealing with
COI.
It depends on having a clear understanding of what your interests are,
which depends for example on how the organization wants to view the
interests.
