But I want to state (and not as part of the vote, but just as yet another DD) that the only way I feel makes sense to continue now is via Simon's ① option: Symlinking /bin → /usr/bin, /lib → /usr/lib, /sbin → /usr/sbin, etc. That will allow us to take a step later on to mandate packages not shipping files in the no-longer-root-level-directories, but that should be at least one further release cycle down the lane.
