I agree with you, and I think that once this TC issue/vote is settled (which I expect to lean towards "yes", with Simon's option #1 — But I have been surprised before more than once ;-) ), we should take steps such as a GR to make what you suggest be enforced for Bookworm. Keep in mind, though, that we have _many_ packages that are not rebuilt even once per stable cycle. Many of them are not even in the general awareness of their maintainers (or are just RC). If they become insta-buggy, we will have to take massive action on them (which... well, can of course be positive if we can clean them up from many other inherited bits of cruft!)
