I don't have much to add, but I want to state my opinion.

I agree with what has been said that the effect of the vendor series is
surprising and causes confusion when people first encounter this feature.
The reason for this (as has been mentioned) is that it's unexpected that
something would unpack differently in different environments while it's
expected that things will build differently in different environments.

It would be nice if we could carry out a more generic decision based on
this: that source packages should unpack the same regardless of the
derivative on which they are unpacked.  However, I don't think we have
the authority for such a ruling, as we can only rule about Debian, not
about derivatives. However, I believe we can still recommend it without
authority.

Apart from this, the concern that has been raised about making packages
instabuggy is valid. I would like our decision to include that this should be SHOULD first, giving maintainers a window of time to fix their packages
and only become a MUST once those packages have been fixed (or something
along those lines, maybe after buster is released).
