Right.  Where as I believe it's not that clear cut and would rather
simply outline a bullet list of tradeoffs for maintainers to consider.

I'd be OK with a general case recommendation though; it's just not how
I'd do it if I were writing text.

And for the record, there are times when I've chosen to ship debian
directories upstream because it was the right thing in that case.
And I've dropped the upstream directory when circumstances changed.
There though, I agree with you that there is a dominant answer: don't
ship debian directories upstream.
