For what it's worth:

 * I was unhappy with the patch at http://bugs.debian.org/707851 and
   said so.  I didn't object when people seconded it and applied it
   because I didn't have a better suggestion, but I was still unhappy
   with the patch.

 * I actually suspect most people agree about the constraints and
   current status and that what's stopping us from coming up with a
   better patch to policy is that it would require either (a)
   acknowledging that the current menu policy isn't working as well as
   it should and revoking it or (b) magically providing more manpower
   to work on the menu system.

 * (a) means removing the current menu system from the normative part
   of policy.  I mean actually moving it to a new appendix or a
   sepearate document, not putting in an s/should/can/, since using
   "can" here would be very confusing in a normative document like
   policy.

   That doesn't mean killing the menu system --- it can still be
   documented, bugs filed to add menu files, etc, without
   being a normative requirement.

   I suspect not having to be wishy-washy about that would make adding
   advice in policy about the xdg menu system simpler.

 * I believe (a) is the simplest way forward.
