That's not clear to me at all.  Given the broad perception based on
http://www.markshuttleworth.com/archives/1316 that upstart's future
prospects are now quite limited, I would have been surprised if someone
didn't eventually drop upstart-specific support in a package.  To assume
this portends broad abandonment of alternative init systems seems like a
*huge* stretch...
