As I say, policy doesn't say who should do the work.  It just says
what the package should look like.

Whether a package that doesn't conform to all the "shoulds" in policy
ought to be included in the archive is surely a decision for the
packager.

If you think this needs clarifying somewhere, I don't think anyone
will object.
