I should expand on this. The Constitutional Standard Resolution
Procedure anticipates this flow:
* proposal
* discussion including amendments
* vote
In the TC, TC members are trusted not to call for votes without giving
other people an opportunity to propose amendments. I gave Bdale clear
notice that I wanted to propose amendments and he did not do so.
This is manipulation of the process.
If I lose this no confidence vote, I will consider trying to amend the
constitution to impose a minimum 1-week discussion period for TC
votes.
