It does for you.  It doesn't necessarily for everyone, and since there's
no meat to the slogan beyond that one sentence, there's nothing there to
persuade anyone that your interpretation is correct and someone else's is
incorrect.

I agree with Ian: there's no real point in using this as a basis for an
argument, since it's not going to convince people.  I think there are
other, better arguments in favor of supporting a variety of goals and
projects in Debian.

Again, please extend to your fellow developers the courtesy of assuming
that they understand all of this background just as well as you do.
People can disagree with each other without one of them being forgetful,
or disagreeing with freedom, or possessing some other character flaw.
