I think so too; this can be done by someone who isn't currently
allocated grabbing the issue, or if it hasn't been assigned in a
suitable time period the chair (or someone designated by the chair)
will assign someone who isn't allocated (or is otherwise available).

It could be useful; I personally don't have an opinion either way. [I
think we should also try to make sure that people who are currently on
the CTTE are anticipating having sufficient time to serve.]
