If you need to contact a maintainer, you should cc: the appropriate maintainer address (either $package@packages.debian.org, or the email address you know they use in debian/control). In the case of debian-python specifically, I think there are quite obvious reasons for Matthias to give the mail there low priority, if he's even currently subscribed at all. I am not so naive as to think that this is the only reason why Matthias may have ignored your queries; and you definitely have a point that Matthias as Python maintainer has a certain obligation to send mail *to* debian-python (as the proper forum for discussions of Python in Debian) when making changes that affect the maintainers of other Python packages.
