This section is saying that you shouldn't require admins to modify init.d
scripts to make the daemons work, and that any parameters in init.d
scripts rather than other config files should be moved to a new file
in /etc/default. I don't think it's accurate to read that as requiring
options to move from existing config files into /etc/default files,
just to ensure the option is separate from the init.d script.
