No. What we are dealing with is an artifact of unstable
software, with various users and use cases having to take different
snapshots of an inherently unstable, and by inference, immature
software.

It is not really a fork, though. There si no intention to
split it off; a snapshot was taken at some point, and changes were
made to fix bugs in the snapshot -- at some point in the future there
will a be a re-sync.

Or one may say that the software is too immature to meet the
technical requirements of Debian stable -- while still being useful.
