With qualifications, I guess I can agree that that's what
we're talking about.

Here's the qualifications I currently think are appropriate:

(1) That cipe is recognized as orphaned.  This would be accompanied
with a detailed set of reasons for this decision, and would not be
instantaneous.  The reasons include longstanding issues with
the package, and the lack of attention that they have received.

Orphaning the package would involve several steps.  First, we
should file bug reports detailing these issues.  Second, we
would wait for some period of time to see if the bug reports
are enough to bring development on the package active.  If not,
then the cipe package would be removed from main.

(2) Assuming that we establish that there's no free software
development activities keeping ndiswrapper in main, we move
it to contrib.  It would be distributed from there, and thus not
distributed "in Debian Main".

I'm dubious of that assertion.  I feel that, as stated, it's too
vague to mean anything.
