Deciding what things go into "sbin" directories is simple: If a normal
(not a system administrator) user will ever run it directly, then it
should be placed in one of the "bin" directories. Ordinary users should
not have to place any of the sbin directories in their path.
In practice many users do wish to run traceroute as part of their normal
network diagnostic toolkit, consider ping (in /bin/).
Hence traceroute should be in /usr/bin/

A) Xu caved.
traceroute (1.4a12-6) unstable; urgency=3Dlow
* Moved traceroute to /usr/bin.
* Removed USE_KERNEL_ROUTING_TABLE crap.
* Use ip ro get to get the source address (closes: #105502).
Patches to do this within traceroute are welcome.

B) The Technical Committee did not rule in a timely fashion; last mail to t=
he
bug on this subject by a committee member was in early December, 2001.
(According to the debian-ctte list archives, that is.)
C) The Technical Committee doesn't appear to be doing very much, period.

D) Herbert Xu closed an identical bug, #134672. Not for the right
reasons at the time it was closed, but he did eventually fix the bug
as requested.
