Did you apt-get install libmysqlclient-dev ?

When building from source, what counts are the source package's
dependencies, not the runtime dependencies. If you have "source" entries in
your /etc/apt/sources.list you should be able to "apt-get build-dep

The "Penguin Powered" logos people love should really be "Penguin
Empowered". That, I think, is the best thing about Linux, too. We've given
the computer back to the user.
