FTR an easy workaround is to link a valid/recognised name to the one created by cloud-init: ln-s /etc/network/interfaces.d/50-cloud-init.cfg /etc/network/interfaces.d/50-cloud-init This is also sufficient to avoid having the duplicate in /run so the fix in 19.3 should be sufficient for both problems.
