This is probably #854482.

Note that this may be overriden by using debconf-set-selections which may be available in the VM provisioning system eventually.

Passing something like :
cloud-init    cloud-init/datasources    multiselect    NoCloud, ConfigDrive, OpenStack, Ec2
would probably do.
