I've seen the thread in openstack-dev too.
If I understand correctly, the issue isn't just maintaining any Debian
container, but the image that Kolla generates, then use. I don't think
you'll find any supporter that is willing to do the work, not even in
this list, unfortunately.
There's already nobody but me doing the OpenStack packaging in Debian.
Kolla is even more specific, and not even production ready.
