[vagrant] official Debian lxc boxes

Hi Cloud Team,

I was reading vagrant ToDo list [1], and I see in backlog "Investigate 
lxc box creation".
I use already [2] and I think it's a good point to begin with (license 
is ok [3])

I'm available to help in building and/or testing to make official debian 
vargrant lxc boxes.
