Just checked this with my (regular) account. A public image that I uploaded shows up both in the 'Project' and 'Public' images lists. After making it private, it disappears from the 'Public' list, as expected. I know it's not helpful but it works for me. Jose seems to have some permission issues and I asked him to open a support ticket.
