The difference is that the Azure team formally test those images, and as Pierre pointed, VM Depot images are tested by the community. However, to make it easier for people to deploy without node and the deployment scripts, the functionality has been added to the portal [1]

Hopefully this is a good balance between clarifying the difference and making it easier to deploy community images such as Debian testing.
