openmcdf: FTBFS: System.IO.FileNotFoundException: Could not find file "/etc/localtime"

Could someone please let me know if all package using xbuild should
now explicitely depends on `tzdata`:

openmcdf does not explicitely requires it, but xbuild seems to wants it:
