The "indep" portion of a package should only be built once - in Debian,
by the person compiling the package on their architecture (and in Ubuntu
as part of the i386 build only). The number of people using ARM as their
primary development platform is pretty low. It worked for mipsel because
only the "arch" portion was built on mipsel (and all of
build-depends-indep is ignored).
