This can be seen in https://packages.debian.org/unstable/cinnamon Should it be dropped or changed? Note that I see that touchegg exists on Ubuntu. I think that recommendations are meant to be installed in the majority of installations. I see at: https://www.debian.org/doc/debian-policy/ch-relationships.html "The Recommends field should list packages that would be found together with this one in all but unusual installations." So, I think that should not be listed there. But, perhaps it is ok if done on purpose and not an oversight.
