Trying on latest versions openi new windows on fullscreen or not based on previous latest nemo window, it maintain size but not maintain position (if not fullscreen, it always does it centered).
About new windows centered after fast search is the setting in cinnamon control center "Windows > Behavior tab > change the setting on Location of newly opened windows" (they may not be the exact words, I have the Italian translation)

size is solved in latest nemo version and/or is not nemo
issue but related to the window manager used and its
settings.
