I guess this should be added to the apache.conf maintained by ftp-
master [2]?

Is the security team okay with the service getting access to embargoed
updates? (I haven't seen an explicit yes or no from them.)

Does https://lists.debian.org/debian-ci/2018/10/msg00020.html serve?

Otherwise, I think Moritz will happily explicitly says "yes" as he was the one requesting this originally from ci.d.n.
