Bug#912775: rabbitmq-server 3.7.8-4 fails to start when installed in testing; missing versioned dependency?

Dear maintainers,

With a recent upload of rabbitmq-server the autopkgtest of mcollective
and python-pika-pool fail in testing when that autopkgtest is run with
the binary packages of rabbitmq-server from unstable. It passes when run
with only packages from testing. In tabular form:
                       pass fail
rabbitmq-server from testing 3.7.8-4
mcollective from testing 2.12.1+dfsg-1
all others from testing from testing

I copied some of the output at the bottom of this report.
rabbitmq-server fails to start. As the tests are passing in unstable, I
suspect that a versioned dependency is missing. Currently this
regression is contributing to the delay of the migration of
rabbitmq-server to testing [1]. Can you please investigate the situation?
