[PATCH 3/3] Document implicit test control file

For context, this is an attempt to benefit from continuous integration
of ~3500 packages (Ruby+Perl) _now_ instead of having to wait for ~3500
source uploads.

Also, all those packages are essentially identical so duplicating the
same test control file for 500 Ruby packages, or for 3000 Perl packages,
would be a waste of everyone's time.

That said, there are already quite a few elements that sadt does not
implement. When it started to lag behind autopkgtest, I looked for an
lightweight alternative and found that just

    $ adt-run ./ --- null

works well enough for me.
