The default Big5 locale in potato says that the range is 0xA1-0xF9 ..
that needs to be changed.
Also, there is a conversion table in gconv-modules that needs to be
modified for Big5+ as well, if we need to support Big5+.
Which creates the problem: the work I have done to support HKSCS still
uses the name "BIG5" as its encoding. That's not compatible with Big5+ ..
Therefore, I think there is a need to have a "zh_TW.Big5", "zh_TW.Big5p"
and "zh_HK.Big5-HK", as suggested below.

I have used it to build the HKSCS gconv module.
I couldn't find any Big5+ tables online though. :o
