China Mail Relay Abuse - Please stop

Hi, Chinese folks
In Taiwan, some Anti-China or Pro-Taiwan-Independence groups have been
using the following Open Relay Mail Servers in China to engage mis-representated
actions. The intention is apparently to bring up Taiwan people's negative
sentiment against China. Below are some of the traces we have done.
Please advise the appropriate parties/groups/government units to ORDER
all Servers in China to shut down Open Relay Mail Servers.

(GuangZou) 210.75.39.(1-128), 202.96.156.29,
(Shanghai) 202.96.xxx.xxx
Based on the Chinese Debian project experience, we hope these sort of
bahaviors can be prevented in the future, with your help though.
