想安装一个 vsftpd 服务，但又希望它不要在启动时自动运行，而是需要时手
工启动。最简单的方法就是将 /etc/rcX.d/ 下的符号链接删除。但一旦遇上更新，
被删除的文件又会自动重新创建。有一个工具 rcconf 似乎也是将符号链接删除，
能够对更新“免疫”吗？有许多资料讲了各种各样的方法，似乎都是些不太规范的
做法。什么方法才是符合 Debian Policy 的标准做法？
有一个要求，不能修改文件 /etc/init.d/vsftpd 因为我需要用命令
/etc/init.d/vsftpd start 手动启动。
