So let's wait patiently for a while from the listed coordinators.

I have thought about the web pages translation, too.  The current
situation is that only DDs can have write access to the web pages CVS,
and non-DDs have to find a sponsor to update the translations.  (See
http://lists.debian.org/debian-www/2004/debian-www-200401/msg00038.html,
for example.)  These is some discussion about moving the www project to
Alioth, but there isn't much result yet from what I can see.

As an alternative, I would propose starting a translation project on
Alioth.  I have created the Chinese localization project on Alioth
(http://alioth.debian.org/projects/chinese/), so it should be easy to
set up CVS, add administrators, etc.

I would like to help such a translation sub-project to set up, however I
can not put too much time in it.  I am afraid I won't do any real
translation work at all.  If somebody want to coordinate the whole web
page translation, please stand out, and I would be glad to help.  If
nobody would like to be the coordinator, I can do the coordination work
for now.

So if there are enough interests, I'll go ahead and set up such a
sub-project.  For those who are interested to paticipate, please apply
for an Alioth account (it's very useful, since a lot of projects are
moving to Alioth; and it's very easy) at http://alioth.debian.org/, and
tell me your username so that I can add you to the Chinese localization
project.
