There is a package calls alien, if you read the man page from alien..
you should able to figure out how to
convert rpm, tar ball package to native debian package... once again..
alien is alien :) deb is still the best!!!

Anyhoooo one thing get to notice... alien will check lib and dependence
but install location is still base on the
package builder, which mean e.g. apache rpm will install
/usr/local/apache/ and all the config file will be everywhere like crazy
