我的认知是:
Unicode only:
希望大家 (全世界所有人) 通通用 Unicode, 不管您原来用
的是 Big5? GB2312? GB18030? EUC-JP? ....
I18N: 让程式可以与 encoding 无关，只要系统底层有该 encoding
与 locale 的支援，则这支程式就能使用该 encoding, 不论
是 Big5, GB2312, GB18030, EUC-JP, UTF8 .... 都一样。
