Yup, 2.1.94-3 includes the locale files; however they're moved to
/usr/lib/locale/, as thhsieh has pointed out. :p

You selected a Chinese locale, and you get Chinese dates. Isn't that
how it's supposed to work? ;) You can set LC_TIME=C if you want the
"old" behaviour ...
