看你的 runlevel 為何，
例如 runlevel 為 2 的話，
可以在 /etc/rc2.d/ 目錄下建一個 "S??" (??為數字)開頭的檔案，
把這個檔案 link 到你的 rc.local 檔即可......
你可以參考一下 /etc/rc.d/rcS 這個 script 就知道為甚麼要這樣做了 :)
