Okay, first of all, did you install the "task-chinese-t" package to
ensure all the necessary C locale, TrueType font driver and Chinese
fonts are installed?

If you have already done so, then it is probably true that libqt1g in
Debian does not have the i18n patch in it, as I had suspected for a
long time, but hadn't had time to fix it, since I don't use libqt1g /
KDE myself.

Does anyone here has time to port the qt1 i18n patch from CLE to
Debian and test it?  :-)  I could do it myself, but I won't have time
for another two, three days.  My hands are full already.  :-)

So, Sonia, you might have to wait a while, if you don't mind.
We may ask you to test a new qt1g package when it is ready to see if it
solves your problem.

BTW, could you please run "dpkg -l qt1g" to see which version you are
using?  Thank you.
