trn 3.6-4: fix for annoying date-related bug

trn 3.6-3 and earlier versions started incorrectly handling some dates
after 01.01.1996; the effect is to produce a spurious list of new
newsgroups unless trn is started with `-q'.  This release fixes the
bug - thanks to Miquel van Smoorenburg for the patch.

(Ian M.: please put this in the stable tree.  It is still an a.out
package, and the change is very minor and fixes a significant bug.
I'm deliberately announcing this to debian-changes rather than
debian-devel.)

trn (3.6-4); priority=HIGH

  * Fixed "lots of new newsgroups" bug after 01.01.1996.  (Bug#2084.)
