Bug#986178: debian-cd: Pass DEBOOTSTRAP_OPTS to all debootstrap calls

Dear Maintainer,

Building my own customised installers has lead me to discover that DEBOOTSTRAP_OPTS isn't passed to debootstrap in tools/make_disc_trees.pl , this breaks some more exotic use cases where passing options to DEBOOTSTRAP is required / wanted.
