As mentioned in IRC, I think this is a problem with how you're driving
jigdo. The URL for the missing file should be
ftp://ftp2.de.debian.org/debian/pool/main/f/firefox-esr/iceweasel-l10n-vi_60.9.0esr-1~deb9u1_all.deb
(note the "debian/" ahead of "pool/". This *suggests* you've told
jigdo to use the wrong URL for your mirror, and missed off the
"debian/" component of the path.
