I really wish I wouldn't have to fish this out of git logs…

commit d79f5b36bb757951a83a331743da6c19a32b0407
Author: Steve McIntyre <steve@einval.com>
Date: Thu Aug 20 10:34:12 2015 +0100

    Remove CD builds

We don't do full CD sets, nor the individual CD#1 for each desktop.
    Netinsts are still around.

commit 8c87e13d09d402565e81b11289bebb0052e993c3
Author: Steve McIntyre <steve@einval.com>
Date: Thu Aug 20 10:36:48 2015 +0100

Update the HEADER.html text for CD removal
Remove mention of the alternative desktop CD#1 options

Also, I really wish debian-boot would have been made aware of this
instead of discovering this by accident while trying to get a new
release out.

Where was the discussion? What's the rationale? Where do we point
people to?

KiBi.
