Actually jigdo excels at resuming broken transfers. A jigdo transfer can
be stopped and restarted without losing any of the packages already
downloaded, as long as you don't delete the working files. It also will
automatically spread the load among several repositories if they are
using round-robin DNS, as with ftp.us.debian.org.

Jigdo also allows merging the packages from one or more CDs, DVDs, or
BDs, as well as from a local repository or cache created by one of the
apt caching programs such as approx.

My preferred method is to get as much as possible from the local cache
(using the pathname to the pool directory) and then fetch the new files
through approx, which also adds them to the cache for the next time.
This saves time and bandwidth when updating multiple i386 and amd64
systems, as well as with point release updates.
