There has been already some kind of code around which should be investigated 
how to be involved in such situations. The package debmirror scans 
Packages/Sources files and supports --include and --exclude options which 
should be possible to achive a partial mirror with just desired packages 
feeded by debian-cd. I'm not sure if apt-move could be of any help here also.
