Yes, those directries are correkt.

But: Note that the actual filename "sarge-alpha-netinst.iso" is not likely 
to be true, but rather "debian-31r0-alpha-netinst.iso". For an example, 
look at:

http://cdimage.debian.org/cdimage/testing/sarge/alpha/iso-cd/

This is how the released structure is going to look, with some renaming to 
31r0 from testing/sarge/etc.

The relevant example URL will then be:

http://cdimage.debian.org/debian-cd/3.1r0/alpha/iso-cd/debian-31r0-alpha-netinst.iso
