Nope, it doesn't search for this, can you see the path difference here?
maybe you didn't force it to the right url, the one that has 20050122 on it
is the current one, and it has harden-surveillance_0.1.16_all.deb inside it,
while the one you mention later really cannot have 0.1.16 and has 0.1.15, as
that url is the snapshot for the rc2 dvds, which indeed has an older
version in them :-)

Just try to force the correct url, the files seem to be there, at least this
one you mention, and all the other should be there as well.
