No, you can also download .iso files directly from a couple of sites. 
There's a list at <http://www.debian.org/CD/http-ftp/> - but not all sites
are up to date or carry .iso files.

No, you enter the URL of a .jigdo file at the prompt. jigdo-lite will do 
the rest.
